Department of Social Justice, Empowerment & Minorities

Brief description about department Work:-

This department is implementing a number of Educational, Social and Economic Development schemes/programmes for the welfare, social and economic upliftment of lower strata of the society belonging to Scheduled castes, Backward Classes and now Minorities also. The department is mandated to implement the schemes/programmes for different categories, either on share basis with Govt.of India or State funded.

Ongoing project:-

Ashirwad Scheme:- Ashirwad Scheme TO SCHEDULED CASTES, CHRISTIAN GIRLS, BACKWARD CLASSES AND OTHER ECONOMICALLY WEAKER FAMILIES. (STATE PLAN)

NORMS
As per revised norms the benefit is given to those families at the time of the marriage of their daughters who fulfill the following conditions:-
(i) Financial assistance of Rs. 21,000/- is given to Scheduled Castes/Christian girls, Backward Classes/Castes, Economically weaker sections girls, daughters of widows of any caste at the time of their marriage and Scheduled Castes widows/divorcees at the time of their re-marriage.
(ii) That the girl should be 18 years old or above.
(iii) That the annual income of the family from all sources does not exceed Rs.32,790/- w.e.f. 13-2-2014.
(iv) Under this scheme the applicant will have to submit his application for getting financial assistance in prescribed proforma before the date of marriage or after the 30 days of the marriage of the girl.
(v) That parents/guardians of the girl should be domicile of Punjab State.
(vi) The amount of Ashirwad is limited upto two girls of concerned family under Ashirwad scheme.  

Inter Caste Marriage Scheme:- To remove untouchability from its grass root level, a scheme namely “Removal of Untouchability under Protection of Civil Rights Act-1955” was introduced in the State of Punjab during the year 1986-87. Under this scheme, encouragement award is given to inter caste married couples (wherein one of the spouse belongs to Scheduled Caste). An amount of Rs. 50,000/- is provided to Inter Caste married couples.

Pre Matric Scholarship Scheme for SC:- This is a centrally sponsored scheme. The objective of the scheme is to support parents of SC children for education of their wards studying in classes IX and X so that the incidence of drop-out, especially in the transition from the elementary to the secondary stage is minimized, and to improve participation of SC children in classes IX and X of the pre-matric stage, so that they perform better and have a better chance of progressing to the post-matric stage of education. Conditions of Eligibility
i) Student should belong to Scheduled Caste.
ii) His/her Parent/Guardian’s income should not exceed Rs. 2.50 lakh per annum.
iii) She/he should not be getting any other Centrally-funded Pre-Matric Scholarship.
iv) She/he should be a regular, full time student studying in a Government School or in a School recognized by Govt. or a Central/State Board of Secondary Education. 

Pre Matric Scholarship Scheme for OBC:- This is a centrally sponsored scheme. The expenditure is shared between centre and state in 50:50 ratio.  The aim of this Scheme is to motivate children of OBCs studying at pre-matric stage from. The income ceiling for eligibility is Rs. 2,50,000/- per annum. The student of classes from Ist to 10th can apply.

Pre Matric Scholarship Scheme for Minority:- The scholarship at pre-matric level will encourage parents from minority communities to send their school going children to school, lighten their financial burden on school education and sustain their efforts to support their children to complete school education.

ELIGIBILITY
Scholarship will be awarded to the students who have secured not less than 50% marks
in the previous final examination and annual income of their parents/guardian from all
sources does not exceed Rs. 1.00 lakh.

DISTRIBUTION
Muslims, Sikhs, Christians, Buddhists, Jain and Zoroastrians (Parsis) have been notified as minority communities under Section 2 (c) of the National Commission for Minorities Act, 1992. Scholarship will not be given to more than two students from a family. The student can apply scholarship form on National Scholarship Portal. The students of classes from Ist to 10th can apply.

Post Matric Scholarship Scheme for SC:- This is a centrally sponsored scheme. The object of the scheme is to provide financial assistance to the Scheduled Caste and Scheduled Tribe students studying at Post Matriculation or Post Secondary stage to enable them to complete their education. These scholarships are available for studies in India. Scholarships are paid to the students whose parents/guardians income from all sources does not exceed Rs. 2.50 per annum. The value of scholarship includes maintenance allowance, provision for students with disabilities, re-imbursement of compulsory non refundable fees, study tour charges, thesis typing/printing charges and book allowance for students pursuing correspondence charges, for complete duration of the course.

Post Matric Scholarship Scheme for OBC:- The objective of the scheme is to provide financial assistance to the OBC students studying at post-matriculation or post-secondary stage to enable them to complete their education. The income ceiling of parents/guardians for eligibility is Rs.1.50 lakh per annum (including self income, if employed).

Post Matric Scholarship Scheme for Minority:- The objective of the scheme is to award scholarships to meritorious students belonging to economically weaker sections of minority community so as to provide them better opportunities for higher education, increase their rate of attainment in higher education and enhance their employability.

ELIGIBILITY
Scholarship will be awarded to the students who have secured not less than 50% marks or equivalent grade in the previous final examination and the annual income of whose
parents/guardians from all sources does not exceed Rs.2.00 lakh.

DISTRIBUTION
Muslims, Sikhs, Christians, Buddhists, Jain and Zoroastrians (Parsis) have been notified as minority communities under Section 2 (c) of the National Commission for
Minorities Act, 1992. Scholarship will be awarded to the students studying in Classes XI and XII including technical and vocational courses of this level including Polytechnics, ITIs, and other courses. Scholarship will not be given to more than two students from a family. The student can apply scholarship form on National Scholarship Portal. 

Merit cum Means Scholarship Scheme for Minority:- The objective of the Scheme is to provide financial assistance to the poor and meritorious students belonging to minority communities to enable them to pursue professional and technical courses.

ELIGIBILITY
Scholarship will be awarded to the students who have secured not less than 50% marks or equivalent grade in the previous final examination and the annual income of whose parents/guardians from all sources does not exceed Rs.2.50 lakh. DISTRIBUTION
Muslims, Sikhs, Christians, Buddhists, Jain and Zoroastrians (Parsis) have been notified as minority communities under Section 2 (c) of the National Commission for Minorities Act, 1992. Students who get admission to a college to pursue technical/professional courses, on the basis of a competitive examination will be eligible for the scholarship.
(ii) Financial assistance will be given to pursue graduate level or post graduate level technical and professional courses from a recognized institution Admission and Course fee and Maintenance allowance for the year of scholarship will be credited/transferred directly into the bank account of selected students. Scholarship will not be given to more than two students from a family. The student can apply scholarship form on National Scholarship Portal.
